Reflections and Suggestions on Regional Plan Issues in the Eleventh Five-Year Plan

In its Eleventh Five Year Plan, China will put more emphasis on regional plan. Regional plan is not the regional sub_description of national economy and social development plan, and not the regional collection of trade plans. Regional plan represents the strategies, development tactics and policies specially implemented for solving specific issues or fulfilling specific goals of a specific region. Such an implication determines its feature and property. The emphasizing and strengthening on regional plan in the Eleventh Five Year Plan signifies much. It is the imperative of promoting harmonious region development, carrying out scientific development notion, solving important region problems, accelerating the meeting with international management system of modern times, perfecting our planning system, and promoting the establishment of socialist market economy system. In the Eleventh Five Year Plan, regional plan tasks include determining its principal drawing_up body, drawing_up procedure, main examining and approving body; strengthening the research on plan scope of key regions, carrying out a new classification system for regional economy style, planning regional development as a whole, promoting regional policy, establishing regional development regulation and other corresponding laws and regulations.
