Study on the Construction of Independent Innovation System to Support the Transformation of Economic Development mode in Shandong Province

According to the Eleventh Five-Year, and the documents of Shandong provincial party committee and provincial government in recent three years, the paper systemic combs the development vision of Shandong province. Based on the regional innovation theory as instruction, the paper proposes the construction principle and the main function, builds the model of independent innovation system to support the transformation economic development way in Shandong province constructed three spiral consisted of competing enterprises, research institutions and government as the main body, analyzes the various elements of the function model, and describes the operation mechanism model. Finally, the paper gives the corresponding countermeasures and suggestions of independent innovation system construction in Shandong.
