Abstract
Objectives:To do empirical analysis of evaluating index of New Rural Cooperative Medical System(NCMS) welfare on the accessibility of medical care utilization,availability of health resources and resident satisfaction respectively so as to provide improving policies of NCMS welfare.Methods:Based on the established evaluating index of NCMS welfare and evaluating standards,composite index method is used to evaluate the three evaluating index of NCMS welfare respectively.Results:We got the composite score index of the accessibility of medical care utilization,which used the survey data on medical institutions of China NCMS by Ministry of Public Health jointly with the World Bank in 2005,the availability of health resources which used China's health statistics in 2005 and resident satisfaction,which used the data we investigated in Qingpu District of Shanghai in 2011,were 4.661 6,1.721 3 and 9.174 6 respectively.Conclusions:The accessibility of medical care utilization which used the survey data on medical institutions of China NCMS by Ministry of Public Health jointly with the World Bank in 2005 and the availability of health resources which used China's health statistics in 2005 were poor,while resident satisfaction,which used the data we investigated in Qingpu District of Shanghai in 2011 was pretty good.In order to enhance the welfare of the participators of NCMS,the government should improve on legislation,financing mechanisms,regulatory mechanisms,investment in rural health care system and behavior of medical institutions.
