Abstract
Gansu province is a representative of underdeveloped areas in China. The low quality of rural labor, slow economic development, espeially underdeveloped townships and villages enterprises, and a series of institutions restricting transfer of rural labor are the chief factors which limit transfer of rural labor in Gansu province. Transfer of rural surplus labor is the breakthrough gap to resolve many problems of rural development in Gansu province, and now the big development strategy of western China brings pressures and impetus to transfer of rural labor. In this circumstances, transfer of rural labor in Gansu province should apply the model of accelerated transfer of `three combinations' of marketable dominanting and governmental directing, exploitation of rural labor and development of nonagricultural industry in cities and towns, and the transfer to towns as close as possible and the transfer across prefectures and provinces.
