Abstract
The boom of governance theory in the world has had a huge impact on our theorists and the government reform practice.As one of the significant government functions,social security governance has produced a good result,after the social security comprehensive governance(SSCG) has been proposed and put into practice.However,under the new historic conditions brought by social transformation,SSCG also has to adapt to those inherent requirements of the reformation of the method of governance.Only when traditional SSCG,a comprehensive control in essence,which rooted in planned economy,agrees with modern governance theory,will it be possible to realize the polycentric governance,the reformation of the method of governance,on the basis of denying dialectically single-center governance of the government or the market.
