Meta-governance:Theoretical Reference to the Governance System of the Modern State

Originated from the western countries,Governance Theory,a hot topic in Chinese public management field,is always used to supervise the modernization of govemance systems in China.However,Governance Theory ignores thegovernance failureand China's actual conditions.Meta-governance Theory is the critical theory of Governance Theory,which is in line with the Chinesestrong governmentconditions and the historical preferences of bureaucratic governance.Therefore,in the promotion of national governance system and the ability in the process of modernization,the Meta-governance Theory can be a theoretical reference.
