The Exploration and Analysis of the People-based Thought of Fan Wencheng,the Most Outstanding Service-rendered Official in Qing Dynasty

Based on living condition feelings and interests of people,Fan wcnchang as the first outstanding service-ren- dered official,set up economic,administrative and military policies which contributed much in ruling the central plains,u- niting the country and making it prosperous Fan's pecple-besed thought is composed of six aspects:taking the work of res- cuing the masses as his own tudy and choosing a wise emperor to subject to;making attack and defense policies based on the conditions,feelings and interests of the people applying a policy of benevolence and discarding malpratice left behind by Ming Dynasty to appease the people;appointing people on their merrits and talents to win over the people;limiting death sentence to a strict extent,disburdeding the people and treating them bencvoncntly and advocating to reclaim waste- hind and having garrison troops or peasants to open up wasteland and grow food grain to benefit the people.
