On the Rulers' People-based Thought in the Eastern Han Dynasty

Abstract
The people-based thought is regarded as ruling thought by rulers in Eastern Han Dynasty.This thought originates from Pre-Qin Days when rulers believe that Heaven reflects people's feelings.The rulers in Eastern Han Dynasty put forward idea of controlling priority of monarchs and government officials.Moreover,they carry out practical measures of feeding people,protecting people and governing people.Furthermore,they execute operable principle of paying attention to agriculture.Finally,they establish the people-based systematic thought.However,the inner contradictions of system impose restrictions on its practice in operation.
