The Present Situation of Abstract Administrative Action Supervision mechanism and the Estabalishment of Judicial Review

There exist major defects in the supervision mechanism of administrative action in our country. The scope of the supervision is limited, those non-judicial supervision mechanism lacks specific operation methods and procedures. There is no effective legal guarantee for Private party’s participation in supervision in administrative process. The fundamental way to improve the system of abstract review of administrative action is to gradually incorporate the abstract administrative action into the scope of administrative proceedings.
