R&D Efficiency and Influencing Factors of Jiangsu Province's Manufacturing Industry:an Empirical Analysis Based on Soft Environment

Based on the DEA-Malmquist index,this article has surveyed 30 manufacturing industries's RD efficiency,the technology advancement,and the technology efficiency index during 2008-2009,and analyzed the soft environment for RD efficiency.The basic conclusion is as follows: the RD efficiency of manufacturing industry in Jiangsu province has not reached efficient frontier,but shown a trend of growth.Financial environment and open environment have positive effects on enhancing the RD efficiency.The government's direct RD investment,the lack of legal protection and a unified goal of knowledge alliances have negative impact on RD efficiency,and the impact of cluster environment is unstable.
