Abstract

Based on the RD activities of China's high-tech industry during 2000-2007,this study established panel-data SFPF model of influence factors and non-influence factors respectively to measure RD efficiency with intermediate output and final output distinguished.Then we compare and analyze the difference of various RD efficiencies and each factor's specific effect.We find that:(1) Compared with efficiency frontier,the RD efficiency of China's high-tech industry has potentials to improve;(2) Without considering influence factors,the RD efficiency of China's high-tech industry is low-estimated commonly;(3) the RD efficiency of China's high-tech industry are influenced by various factors,the market structure and the scale of enterprise make different effect on different RD efficiency.
