China Public Sports Service System:Process Structure and Function Orientation

In order to promote the development of public sports service system,this paper analyzed the process structure and function orientation of public sports service system by the methods of literature review and logical analysis.The results showed that demand system,supply system,security system,and evaluation system constitute the process structure of public sports service system.Public sports service system has three functions which are innovative service,resource consolidation,and regulation of encouragement and restriction.Among the supply bodies,government's public service agencies bears the target realization function,market organizations bears adaptive function,social organization bears the integration function,and relevant research institutions and universities bear the maintaining mode function.This research has significant meaning for promoting sports resource consolidation properly,meeting the growing public sports service needs of people,securing and protecting citizen sports rights.
