Research on the Establishment of Public Sports Service Guarantee System under the Implementation Target of “National Fitness Program”

With the methods of literature review and expert interview as the main research method,the authors study the public sports service guarantee system establishment under the implementation target of the National Fitness Program.It reckons that the sharp contradiction between people’s increasingly diversified sports demand and sports resources,between inadequate law guarantee and demand of sports service in the nation,between the equal sports rights and the access to the rights and the low resource efficiency of public sports service and low satisfaction degree of the public to public sports service are the major issues restricting public sports service guarantee system.Therefore,on the basis of establishing the framework of supply,access and supervision of public sports service system,the paper proposes to establish diversified public sports service supply system and complete public sports service guarantee system,optimize the system environment for the system and establish the government support system and performance evaluation system for national fitness program.The study provides references for the formulation of public sports service policy by relative department.
