On Water Conservancy Construction in Hubei in the 1930's

The government had self-examination after the two big floods in Hubei in the 1930's.They paid great attention to water conservancy construction in the province.Dykes were built,water control institutions were set up and water conservancy laws were made.The government saw water conservancy as a complex and systematic project and thought out it carefully.They brought the local force into line with the government's plan.It reflected the effectiveness of modern government.However,the water conservancy construction was less successful due to the insufficient administrative condition.
