Abstract

It is considered that the Chinese towns' development has gone through four stages since the foundation of New China in 1949.The first stage: from 1949 to 1952, the economy in the small towns in China recovered and began to be prosperous.The second stage: from 1953 to 1966, since the change of the policy, the economy in small towns in China tended to decline to the bottom and then began to gradually recover.The third stage: from 1967 to 1978, it was the ten years' Culture Revolution period in China. It caused the economy in the small towns in China to be stagnant.The fourth stage: from 1978 to 1989, the reform and opening policy make the economy in the towns increase rapidly and be prosperous on every side.On the whole, there are many reasons that make the economic development in the towns ups and downs, but the policy is the most important factor.
