Abstract

In the long history of China's small towns,military affairs,politics and economics are the important influential factors for their emergence and development.Today's administration-sense towns originated in Song Dynasty,and developed rapidly in Ming and Qing Dynasties.The governments launched a series of regulations to promote the normative development of small towns from late Qing Dynasty to the establishment of New China.The comprehensive development of small towns began from the establishment of New China including three stages.The first stage is a period of fluctuations from 1949 to 1978,in which the construction to small towns developed slowly through exploring;the second stage is the period of rapid recovery and development from 1979 to 1999,in which the quantity of small towns increased quickly;the third stage is the period of fully development in an all-round way from 2000 till now,in which the focus of development turns from quantity to quality.
