On Traditional People-based Idea and Its Development in Modern China

Historical materialism holds that the development of society should put people first.The Third Session of the 16th CPC National Congress clearly stated that putting people first is the essential core of scientific development.The people-based idea is the thought of respecting people and loving people,and it is the best part in ancient Chinese political thought.But in the traditional society,this concept had no democracy element,which was made use of by the rulers to employ and control people.The concept of putting people first put forward by the Communist Party is its political practice and actual return in contemporary time.
