Rethinking of the concept of "people first

The notion that people are bases of a nation (People First) is the most valuable part of Chinese traditional political thought. Instead of being an empty political logo, it embodies rich meanings. This article elaborates on what the First supporters advocated. They believed that people should be granted permanent estate, allowed to participate in political activities and moved to virtues by the ruler. After The historical development of the concept of People First, a vertical review of the concept, this article tires to look horizontally at the different meanings it embodies.
