Abstract
Through re-ordering and analyzing the promulgated Administrative Law,this paper maintains that the law represents remarkable institutional breakthrough in building up a boundary government,a procedural government,and a responsible government.These achievements have great significance for a legal-ruling government and the legalization of the state.
