Abstract
Chinese government is in the process of evolution to the rule-of-law government,Chinese administrative law not only originated from the beginning of this process,but also is the main power to push the process forward.The track of the evolution to rule-of-law government reflects the developing process of administrative law.The logic representation of rule-of-law government——limited government、reasonable government,responsible government prove that the legal system about administration in ancient China was in the level of pure administration,it did not incline to be a rule-of-law government.So it was not administrative law in the real meaning.
