The Main Obstacles and Strategies in the Construction of Legal Government

Since the reform and opening up,especially since the Fifteenth Congress of the Communist Party of China,we acquired significant achievements in the government's legal construction.The government's legal construction is developing in the direction to the positive step by step.It is not long since proposing the administration by law.The construction of legal government is still at the primary stage.There are great differences on the principles and requirements of the administration by law.We still face with many challenges in government's legal construction.Presently,we should strengthen the construction of legal government by changing the concept,perfecting the administrative legal system,adjusting and regulating the government's structure,strengthening the administrative procedure,innovating administrative enforcement mechanism,regulating the administrative enforcement activities strictly and strengthening the administrative supervision,etc.
