Theoretical Thinking of the Money Paid for Mineral Rights

Abstract

This paper argues that we must give a clear definition to these two issues: although the money paid for mineral rights include the cost of exploration rights and the cost of mining rights,it essentially reflects the exploration right value.And the cost of exploration rights is owned by both prospecting contributor and explorer.This paper points out the reasons why the legal elements of the current price of mining rights have been comprehensively broken through;and the economic attribute and rights belongingness have been highly distorted.These are: misinterpretation of price attributes,maintenance of rights and interests,appreciation of resources use,resources value and money-making based on mining.On account of this,this paper suggests that we must strengthen the theory study,perfect administration law and resources tax policy,improve the macro-economic control system,so that we can provide theoretical support for sound development of the transfer market of mining rights.
