Discussion on the Vanity of the Money Paid for Mineral Rights——Some Points Discussed with Mr.Wang Xikai

The result of the current compensation system for the exploitation of mineral resources has brought the loss and waste of state-owned assets,leading to the unfair social distribution.The theorists offers that paid acquisition of mining rights and compensation for the use of mineral resources should be distinguished.We should improve the system of the money paid for mineral right aimed at preventing mineral resource value from transferring into mining rights cost.However,this paper argues that mining right is virtual polyhedron without cost in itself.The mining rights cost of state-funded exploration should be exited not improved due to its historical limitations.To ensure absolute paid for exploitation of state-owned mineral resources,mining rights and its cost system must be canceled.According to law,regarding state-owned mineral resources as ordinary property rights,and transaction of property rights in the market equally.
