Abstract
Citizen society, as a model of social organization, suits well the western capitalist economic foundation.Western bourgeoisie countries separate social grades from political grades, which makes people play double roles.On one hand, one is a citizen of the country, being in the bureaucracy organization of the country where people are politically equal.On the other hand, he is a city resident, being in the society organization, where he is outside the country politics. The social principles of city residents are ones of the modern country, while law is balancing result to the separation of the citizen society and the political country.The construction of the law should be based on such a condition.Thus a legal country of this kind should include the constitution, the private law in the citizen society and the public law of the political country.
