Abstract
Scientific research in universities and colleges has become multi-dimensional activity under the innovation system,and meanwhile,opportunities of undertaking defense projects and major projects are gradually increased.Thus,universities and colleges introduce quality management system that stemed from enterprise management.Therefore,whether this newly-emerging quality management system can be applied to universities and how it is applied are worth to analyze and study.The effective ways should be adopted to enhance the quality system's applicability in universities and colleges,in order to improve research quality and management level.
