The popularization of higher education is the tendency to develop higher education in our country. In the course of the development, many problems have come into being. The basic strategy to solve them is to break up the education patterns run by the government The multi-dimensional education investments and the multi-educational models should be carried out. The educational techniques and information development should be promoted. The common share of the educational resources and low costs should be realized. The scale, the structure, the quality, and the benefits should be unified in order to ensure the quality of the personnel Based on the structure adjustment, we should greatly support the colleges and universities in western part of China under the premise of running the first-class universities and research institutes well.
