Abstract
In 1885,in order to defend against Japan,the Qing Government announced establishment Taiwan Province,and assigned Mr.Liu Ming Chuan as the first governor.Ten years later,due to China's defeat in Jia Wu Sino-Japanese War,Taiwan was ceded to Japan by treaty.Although the Qing Government exalted Taiwan into a province,it did not attach sufficient importance to Taiwan as a part of national defense strategy.In addition,there were many confusions and conflicts on personnel assignments.All these factors combined led to failure in defense against Japan.
