Problems and Countermeasures of on Water Transportation Off- site Law Enforcement

With the development of information technology and the extensive application of Video Monitoring System and GPS System,the traditional law enforcement on river transportation is now gradually replaced by off-site law enforcement. Although the new way somehow frees the labor force of the law enforcers and eases the tension between the law enforcer and traffic participants,there are some problems in it. Regarding of the problems,this paper put forward several countermeasures like strengthen the legislation and obligation to disclose,expand the information issue channel,speed up the effort to build the law enforcement networking system and strengthen the contingent.
