Abstract

On the basis of the economic and social development.Of the 11th Five-Year Plan,the further regional economic and harmonious development of society should respect the objective economic principles,regional characteristics and requirements of low-carbon environmental protection,sort into three phases,mine,integrate,adjust the economic and social resources in the four sections and type areas step by step,level by level in order to achieve the all round improvement of overall strength during the period of 12th Five-Year Plan
