Abstract
The reform of higher education management needs the guidance of scientific theories. The reforms theoretical roots lie in the Socialist Market Economy Theory. Sensible choice in the reform derives from the true understanding of the nature and basic laws of higher education. To adapt to major changes of universitiesposition and role in the knowledge economy, higher education reform should establish the central role of universities so that they can meet the human resource needs of the knowledge economy.
