Abstract
Many achievements have been made in reform in higher education since1990's.With the intensifying of socialist market-oriented economy and the trend of internationalized higher education under the globalization,much needs to be done in the reform of higher education.Therefore,it is very important both in theory and practice to explore the way of reform.
