On Thinking Mode Orientation of Government Procurement

China′s academia define the meaning of government procurement according to the laws and regulations content,focusing on its purchase effect.But with the development of government procurement′s connotation and the deepening understanding of government procurement,people′s thinking mode towards government procurement is gradually changed.In the world,the concept of government procurement is quickly evolved.The government procurement strategy has been incorporated into the government strategy,which means combining macro-control and microeconomic behavior together,providing the general public with public goods and service by the optimal value,while achieving various social and economic policy goals.Leadership,strategic planning and inventory management,controlling and reducing the system and decision-making cost has been added into modern government procurement.In addition,government procurement officers are a part of the government strategy and the procurement professionals can create the additional value.This new thinking orientation will prompt China′s government procurement strategies being integrated into the government′s strategy,reducing system cost and increasing the strategic planning of procurement process,highlighting the total effect and forming the optimal value procurement in order to achieve the policy goal.
