Abstract
The development of two-lane system higher education in which higher vocational education and higher general education develop equally is the trend of the development of mass higher education.However,at present,the development of higher vocational education and higher general education is imbalanced,and the main reasons are: the total financial investment in higher education is insufficient and the allocation of financial resources deflects to general education that caused by internal management system of higher education.Therefore,to optimize allocation of financial resources of higher education and rational plan the internal structure of higher education system can promote the development of two-lane system higher education.
