Thinking of the Scientific Construction of Higher Education System

The old patterns of elite education was broken by the rapid development of mass higher education,while a new higher education system that adapt to the development stage of mass higher education has not been established,which will inevitably restrict the further healthy development of mass higher education,therefore,the scientific construction of higher education system is a problem can not be waited to resolve.According to the nature of higher education as well as the value and function of higher education,the author proposed that higher education system should be divided into academic higher education,applied higher education,adult continuing education.
