Abstract
As an independent form of civilization,ecological civilization is a rich connotation of the theoretical system.The establishment of a new ecological civilization is our party's major new understanding,a new idea and a new task in establishing a scientific concept of development and realization of the scientific development.The ecological civilization construction should be based on the implementation of the concept of scientific development and be focused on ideas,production development,the Government's policies,legal system,and other aspects,as well as on the Three-System construction.
