Fairness:the Core Factor of Value Orientation of the Administrative Reform in China

The radical reform of public administration system depends on the re-orientation of the essential value.In the multi-values of administrative system reform,the fairness should be acted as the core factor of value orientation in the administrative system reform,which is a basic conclusion after clarifying the misunderstanding to the administrative reform in theory,demonstrating the publicity and validity of the public administration,and learning the lessons from the efficiency-supreme in the former administrative reform,and is necessity to advance,scientifically and effectively,the reform of administrative system fitting in with the needs of society.
