Dilemma and Way-out of Farmland Protection in China:From Perspective of Subject Behavior

From the perspective of subject behavior,the paper investigated the relationship between the institution of farmland protection and its performance.From the analysis on farmland protection implementation of farmers and local government,the central government′s monitoring behavior and the interaction between implementation and supervision,we found that farmers have little knowledge on farmland protection policies and lack the willingness to protect arable land;and that there is a serious non-cooperative game between central government and local government,which is a direct cause for cultivated land protection institution failure.To solve the profound contradictions in economic development and cultivated land protection,we need to reform local government′s performance appraisal system and to set up a new incentive mechanism of turning farmers into both supervisors and beneficiaries of cultivated land protection.
