Reconsideration on the Current Farmland Protection Policies in China

As china's economic development and further urbanization promotion,the local governments and owners and users of agricultural land are getting more and more excited to translate the farmland into construction land;and this situation occurs as a result of the cultivated land approximation to the line of 18 billion mu.Although the state has issued a series of policies and measures to protect arable land,in the face of huge economic benefits of farmland conversion,relying solely on administrative means to protect arable land resources are increasingly showing its shortcomings;and there is behavioral game and externality among the central government,local governments and farmers in the protection of farmland.Finally,the author points out that to address the problems,compensation mechanism of arable land protection,and regional compensation system should be established;increasing the implementation of supervision and punishment of the government for farmland protection.
