Cultivated Land Protection Subjects Behavior and Construction of Compensation Mechanism

This article intends to discuss the cultivated land protection compensation mechanism from the perspective of the relevant behaviors.Firstly,based on the main goals of cultivated land protection subjects and the game analysis method,the analytical framework of the central government,local government and farmers'behavior can be established.In this framework the author analyzes the behaviors of central government,local government and household in cultivated land protection.And finally,suggestions of building cultivated land protection compensation mechanism are put forward.The main conclusions are as follows:(1)Because of the different goals of the central government,local government and farmers in farmland protection and the lack of external oversight and appropriate incentives,cultivated land protection behavior of central government,local government and household will vary greatly in the current institutional arrangements;(2)The main key to achieving consistent behavior is to rebuild farmland protection incentives,including the identity of the cultivated land protection compensation subject and the repayment principal,determining a reasonable compensation standard,establishing a multi-channel financing mode of cultivated land protection compensation funds,and the establishment of diversified compensation mode as well.
