On the Effective Allocation of Higher Education Resources and Its Realization

Abstract

As the important factor promoting a balance between the supply and demand of educational resources in terms of the total volume and structure,the market is the condition for an effective allocation of educational resources. In the market of a monopoly on education,it is very difficult for the educational output to enter the economic system,leading to a low efficiency in the internal self-organization of the education system; lacking an incentive mechanism of internal organization,the whole education system is unable to supply educational resources effectively. The emergence of a buyer's market for higher education will continuously promote the innovation in the education system. Only when the education system makes a consistent reform of its content and method under the influence of the outside social economic system can it acquire material conditions for its development in the process of adjusting itself to the social economic system and be in a favorable position in the international competitions. Under the condition of market economy,the principal orientation of resource allocation for higher education is determined by its attribute of being one of private products. However,governmental intervention is also needed to rectify market failures.
