To construct the harmonious society is always the ultimate task. In fact,the essence of the harmonious society is dynamic approximate procedure infinitely .In spite of societal form,the harmonious society is only the ideal condition. It is not easy to build the harmonious society because the justice is the barricade which prevent people from getting close to it. The justice needs specific system to safeguard,in some degree,the justice will be the malarkey without the system. The validity and persistence of the system depend on the moral idea that people should believe and sustain.
