Abstract
Statistics indicate that in Jiangsu Province, as a result of raking-up effect, diffusion effect and the latter effect lingering far behind the former in economic development, there is a growing regional gap between North and South Jiangsu. However, the economic promotion of North Jiangsu is an indispensable part from the prosperity of the province as a whole. It is therefore proposed here that in order to promote the development and optimize the economic structure in North Jiangsu nonpublic ownership should be the major ownership and the readjustment of the industrial set-up should start with the improvement of its aggregation quality by joining the goverment and market, combining the internal and external forces.
