Abstract
There exist serious problems in Heilongjiang industrial structure-the proportion of tertiary industry is small and the development of the secondary industry is slow;the industrial correlations are loose,the technical levels are low,and the softening characteristics are not obvious.To change this situation,we should establish public policy system focusing on industrial structure updating,scientific and technological innovation system focusing on high-tech industry,and featured industrial system focusing on strengthening industrial correlation to promote the upgrading of Heilongjiang industrial structure.
