Abstract

On the basis of comprehension about the essence and content of scientific and technological innovation capacity,file and data investigation,Shaanxi Province evaluation index system has been built up.Using factor analysis model,a regional science and technology innovation capacity assessment model has been built up and 10 cities in the three regions of Shaanxi Province have been selected for case study.According to evaluation results,some decisions and suggestions have been put forward.
