Abstract

The Rural Cooperative Medical System characterizes the smooth operation depending on the general participation voluntarily as the result of the social mobilization. The centralized mobilization mechanism and strong mobilization ability contributed to the previous successful operation of rural cooperative medical system then. But social mobilization is a challenge during constructing the New Rural Cooperative Medical System. So, it is suggested to highlight the actual benefit during the mobilization, take the advantage of mass media and maintain the authoritative image of the government.
