Study on Function of the Inspector Officials of the Three Northeast Provinces from 1918 to 1922

Zhang Zuo-lin Northeast Inspector Official was appointed in time of First World War,His duty was mainly to make necessary preparation for participation of First Word War in Europe,Zhang himself was governor in Fengtia(now Shenyang capital of Liaoling Province).The Northeast Inspector was in charge of Northeast Provinces governors and Mogolia and Xinjiang governors.Zhang's duty produced great important impact to botrh local and central political systems.On one hand Zhang's work realized integration of then Northeastern unification.,on other hand Zhang Zuo-lin with Xu Xu-jing,who was Northwest border official and Chao Kun accredited official in four provinces of Hunan,Hubei,Jiangxi and Guangdong united together to make war over Anhui provincial governor.This action shows that political system of military governorhad become the oligarchy.After war Zhang Zuo-lin and Chao Kun were together in power.They had become atocracy dictatorship.Thus they left hidden danger of atocracy later over China politics.
