Abstract
As matter of fact,the problem of over-higher education has taken place in China,which is a kind of structural over education and displays as followings: difficult employment for undergraduate students,declined level for both salary and employment.The causes for the occurrence of this problem are lower price supply of higher education as public goods from Chinese government as well as its macro-higher education policy,both society and individuals excessive pursuing or consumption of higher education with non-manpower capacity factor or wrong signals.The over-higher education gets rise in huge waste of the very scarce resource of China's higher education.Therefore,the sate should prospect and control it in a macroscopic view.
