Abstract
Traffic congestion and pollution in many urban areas are the most serious problems facing transportation policy makers,whose effective management polices may be bus priority and congestion pricing.Integrating environment protecting,congestion pricing and bus tolling from the view point of system science,the theory and methods of traffic behaviors science are employed to establish the bus tolling scheme under urban road congestion pricing based on environment protecting objective,which states how to decrease traffic congestion and pollution by congestion pricing and bus tolling.Regarding the city of Guangzhou as a typical case,corresponding bus tolling scheme is put forward.
