In the perspective of modernity,China's development and reform have undergone a tri-conversion of negative of negative.The first one is the development of chasing and catching up with its theme of national independence and its means of radical revolution.The second one is gradual reform with economic construction at its center,richness and strength as its target.The third one is the outlook on scientific development with people as its root,a harmonious society as its target.These have provided the inner motivation,restricted conditions and methodological support.
