On the Reform and Opening-up:Its Historical Course and Enlightenments

The course of the reform and opening-up can be divided into three phases: the phase of its initiation and full implementation,the phase of its deepened realization characterized by the main thread of constructing a socialist market economic system,and the phase of its further progress along the road of scientific development.Facts have incontrovertibly proved that reform and opening up is vital to the destiny of contemporary China,and that reform and opening up is the only way of developing socialism with Chinese characteristics and rejuvenating the Chinese nation.Since reform and opening-up,however,we have also been confronted by a lot of new problems and difficulties;the people feel unsatisfactory some aspects of the present social conditions.Although all of this demands our serious treatment,the necessity of reform and opening-up cannot be doubted and denied.The greatest enlightenment that the reform and opening-up has brought to us,as pointed out by the report of the 17th National Congress of CPC,can be summarized as follows: the fundamental reason behind all our achievements and progress since the reform and opening-up is that we have blazed a path of socialism with Chinese characteristics and established a system of theories of socialism with Chinese characteristics.
